Reading Eagle -Each year when spring rolls around, countless volunteers and organizations get to work on major cleanups all over Pennsylvania. It’s an honorable tradition and one we wholeheartedly support. But each year as we see people collect bag after bag of refuse from Pennsylvania roadsides and other outdoor spaces, we can’t help but wonder why this even has to be necessary. If people did what they were supposed to do all year round, we wouldn’t need annual big cleanup efforts in our communities. And there wouldn’t be as much to do for the intrepid folks who devote themselves to this task all year round through adopt-a-highway programs and the like.
