Centre Daily Times - Roadside litter has probably been a problem ever since the first road was built.

All the work that Keep America Beautiful, Keep Pennsylvania Beautiful and the Pennsylvania Department of Transportation have done over the years to help make our roadways clean and free of the litter, that some people seem to think is OK, almost boggles the mind.
Pennsylvania spent $8.3 million in 2010, cleaning up after the people who think that throwing trash from a vehicle is just fine. Additional volunteer hours spent were estimated to be worth in excess of $3 million. If you want to talk about a budget cutting idea, let’s see what we could do with that money? We could have better roads, bridges, storm water management or it could just reduce the need for more taxes.
